EU position on Western Sahara confirms vainness of Rabat’s attempt to circumvent international law

ALGIERS-The Special Envoy in charge of the Western Sahara issue and Maghreb countries at the Ministry of Foreign Affairs and National Community Abroad, Amar Belani stressed Monday that the position of the European Union (EU) to fully support the United Nations (UN) efforts to engage a political process for the settlement of the Sahrawi issue “contributes to reducing the campaign led by Morocco to resurrect its 2007 proposal to a vain attempt to circumvent international law.” 

“This limpid position of the EU contributes to reducing the campaign led by Morocco to resurrect the proposal of 2007 to a vain attempt to circumvent international law,” stated Belani after the response of the EU High Representative for Foreign Affairs and Security Policy JosepBorrell regarding the Sahrawi issue.

Belani responds to “ridiculously irresponsible” statements of Morocco’s representative to UN

ALGIERS- The special envoy for Western Sahara Issue and Maghreb Countries Amar Belani responded Monday to the “ridiculously irresponsible” statements made by Morocco’s permanent representative to the United Nations which attempted to undermine the national unity of the Algerian people.

“Incorrigible Morocco’s Permanent Representative to the United Nations has again made ridiculously irresponsible statements undermining miserably the national unity of the Algeria people,” said Belani in a statement to APS, underlining that the unity of the Algerian people was “forged in the burning crucible of our glorious liberation war.”

“Naturally, the one whose modern State (i.e. Morocco) was founded by the resident general of the French protectorate marshal Lyautey (whose equestrian statute is still in Casablanca) can’t understand the patriotic consciousness which fiercely driven on the Algerian people in defending their national unity and their country’s territorial integrity.”

“By rereading the idiotic remarks of the hilarious ambassador, we could only think about the fate of the peaceful people of the Rif who are subjected to a brutal repression and whose innocent leaders are rotting in the medieval jails of the Kingdom, undergoing the worst physical abuses and humiliations,” said Belani

Speaking at the 10th Congress of the Youth Union of Saguia el Hamra and Rio de Oro, under the theme “Sahrawi Youth, mobilized and conscious force to win the last battle,” Ghali said the celebration of the anniversary of the outbreak of Sahrawi people’s armed struggle and the holding of the congress have significant meanings,” adding that “the Revolution of May 20 is always linked to the youth.”

The Sahrawi president said Western Sahara’s youth remained at the centre of the plans, the policies and the programmes of the Sahrawi leadership, as part of the strategic guidelines adopted by the Polisario Front, combining liberation with construction and focusing first and foremost on the human factor as the main element in the decisive battle.

“The Congress of the Youth Union of Saguia el Hamra and Rio de Oro has a leading role in the political organization of the Polisario Front, a source of energies and skills,” Ghali said.

The congress, he added, is also “a school for activists faithful to the oath of their martyrs and their principles and committed to their goals.»

Council of Ministers passes draft new law on investment 

The draft of the new law on investment, presented by the Minister of Industry, provides a series of measures to implement the commitments of the President of the Republic to the improvement of the investment climate and ensure appropriate conditions to free initiatives and diversify the national economy under a comprehensive and stable vision that takes into account the principles of freedom of investment, transparency and equality, and under the provisions of the Constitution of 2020.

This vision also takes into consideration the reorganization of institutions working in the field of investment by focusing the missions of the National Investment Council (CNI) on the proposal, coordination, and evaluation of the implementation of national policy on investment.

Moreover, the new law on investment provides for changing the name of the National Agency for Investment Development (ANDI) to the Algerian Agency for Investment Promotion, and assigning it the “the role of promoter and support to investment through the creation of a single window with national competence for large-scale projects and foreign investment, and the creation of decentralized single windows for local investment.” 

The Agency will also be responsible for “fight against bureaucracy through the digitization of procedures related to investment, the creation of the digital platform of the investor and the immediate issuance of the certificate of registration of the investment project,” said the same source.

After the presentation of the bill, the President of the Republic welcomed the new version adopted by the Council of Ministers after taking into account the comments and proposals raised during the debate. 

Indeed, the new law on investment “provides further guarantees on the principle of freedom of investment and legislation to protect investors from bureaucratic abuses through the creation of an independent high-level mechanism, composed of judges and economic and financial experts. Placed under the Presidency of the Republic, this mechanism will be responsible for ruling on complaints and appeals filed by investors.”

The recommendations include the placement of the Algerian Agency for Investment Promotion under the authority of the Prime Minister, the reduction of the import bill, and the imposition of maximum penalties to any person hindering, in any way, the investment operations, whatever his position or the nature of his responsibility, said the statement.

3RD EDITION OF “ALGERIAN VIRTUAL WASTE EXHIBITION-AVWE” (FROM 05 TO 07 JUNE 2022)

The Embassy of the People’s Democratic Republic of Algeria in Uganda informs that the 3rd edition of the “Algerian Virtual Waste Exhibition-AVWE”, organized by the National Waste Agency (AND), under the sponsorship of the Ministry of the Environment, will be held in virtual form, during the period from June 05 to 07, 2022.

The AVWE Fair is considered the 1st virtual professional fair in Algeria which deals with the theme of waste management up to the environmental and economic challenges. As a reminder, the second edition of this fair recorded the participation of 170 exhibitors (institutions, companies and civil society) representing around twenty countries.

This year’s edition, placed under the theme “For the promotion of investment in the field of waste”, aims essentially to:

          – Promote the strategy of the public authorities working to make the recovery and recycling of waste activities that create wealth and jobs.

         – Create synergies between the different actors involved in the field of waste management;

         – Encourage investment and the creation of companies in the field of waste management;

         – Make known virtually the equipment, services and technologies used in the field of waste recycling and recovery;

        – Share experiences and know-how;

        – Give the opportunity to young project leaders and Algerian start-ups to present their ideas and projects.

DIGITAL AFRICAN SUMMIT (FROM 31TH MAY TO 2ND JUNE 2022 IN ALGIERS)

Ministry of Health Eases COVID-19 Restrictions

Minister of Health Jane Ruth Aceng in a presser this afternoon eased the COVID-19 restrictions that were still in place.

Fully vaccinated individuals will NOT be required to wear face masks when they are outdoors provided there are NO crowds,” Jane Ruth Aceng.

Aceng says only the people the vulnerable or high risk population should wear face masks. Restrictions at the airport has also been eased.

Travellers below 5 years are not required to present a negative PCR test upon arrival or departure.

All in-bound and outbound travellers will be required to show proof of full COVID-19 vaccination, except for travellers aged 5 years and below.

Requirement for negative PCR test done within 72 hours for all outbound travellers is also suspended with immediate effect for those who are fully vaccinated, except where it is a requirement of the destination country, or the carrier airline.

The Requirement for negative PCR test done within 72 hours pre-boarding for all incoming travellers is suspended with immediate effect for those who are fully vaccinated.

The Ministry of Health has advised all those that have not yet vaccinated to get the vaccine as they also embark on vaccination of secondary students. According to the ministry we have to be alert despite the success.

To-date, the country has registered 164,118 confirmed cases of COVID-19 and 3,596 deaths. Currently, we have two severely ill patients on admission at Mulago Hospital  and St. Mary’s Hospital, Lacor. Both patients are not vaccinated.

To-date, 15,268,403 people have received the 1st dose of any COVID-19 vaccine accounting for 71% of the target population of 22 million people. While 10,250,742 people are fully vaccinated accounting for 48% of the target population of 59,542 people have received their booster dose.

A breakdown of the vaccination coverage for the first dose among priority vulnerable populations shows good progress with following statistics (health workers – 127.7%; teachers – 90.2%; and the elderly – 80.3%)
